ATV, the Verona Transport Company, has transitioned from a Società a responsabilità limitata (Srl – Limited Liability Company) to a Società per azioni (Spa – Joint-Stock Company). The venture will be led by Giuseppe Mazza, who will also remain at the helm of Amt3. Massimo Bettarello will serve as CEO (amministratore delegato), while Ramona Tironi will join the board of Directors (consigliera d’amministrazione).


Starting today, the transport Company will fully operate under its new corporate structure, which includes a reduction in the number of board members from five to three in order to enhance competitiveness and improve service quality for all the customers. Ownership remains evenly split, with 50% held by the Municipality of Verona (Comune di Verona) and the other 50% by FNM (Ferrovie Nord Milano). “A legally more solid and structured corporate form” – it was explained from CEO Bettarello during the presentation of the new governance structure -, “will allow shareholders to strengthen their role in decision-making and make the company more efficient and competitive ahead of upcoming tenders in several areas of northern Italy“.


This strategic vision also extends beyond the Province, looking toward the major milestone of late 2026, when the public transport service in Verona will be reassigned. “Atv,” explains Mazza, “has the capability and expertise to succeed. What we are putting in place is aimed at winning that tender, knowing that there will be other highly qualified competitors”. This tender is crucial for the city’s future, as it also involves the filobus system (filovia). The Company that secures the public transport contract will also take control of the filobus system. The winning company will then be required to pay a fee to the owner of the vehicles, Amt3.

We are proving that companies with a 50-50 ownership structure can be effectively governed“. The Operations Director (Chief Operating Officer – COO) will be Luca Delbarba, while financial management will be handled by Stefano Vallani, the President of the City Council (presidente del consiglio comunale), who will take on the role of Chief Financial Officer (CFO).
